| 36 | SPECIAL FEATURE:TAMIL NADU Tamil Nadu has always been at the forefront of India’s economic growth. The State has historically garnered recognition in leading the earlier industrial transformation and is now poised to be a pioneer of the 4th industrial revolution as well. The talented human resource pool of the State is one of its key strengths. Today, Tamil Nadu is an economic powerhouse of India with a GDP of USD $275 billion with a diversified manufacturing base and a leader in auto & auto components, electronics, machinery, textiles, renewables and leather sector to name a few. Vision of the State: The State’s vision is to become a $1 trillion economy by 2030 with manufacturing sector contributing $250 billion. To achieve this vision, Tamil Nadu is working towards helping existing industry transition to higher value chain of advanced manufacturing and helping the industries become resilient towards supply chain disruptions. To realize this vision, the State has prioritised advancements in technology-oriented investments that enable SMEs and sub-large units to adopt advanced manufacturing technologies. Recent efforts undertaken by Government: Following State’s participation in the World Economic Forum’s 2022 Annual Meeting at Davos, the State has inaugurated three Centre of Excellence in Advanced Manufacturing in partnership with Simens, G.E. and Dassault System. These Centres of Excellence will support start-up entrepreneurs and MSMEs with inputs to enhance their competitiveness for the local and global markets. The COEs will also provide high quality training and skills in emerging technologies to students, working professionals and entrepreneurs with the objective of nurturing and creating future fit-talent in Industry 4.0 technologies. Similarly, two Industrial Innovation Centres (IIC) has been established at SIPCOT Parks, one at Sriperumbudur and another at Hosur to nurture industrial innovation and accelerate adoption. Each facility is developed with a total built up area of 23,500 sq ft comprising of co-working spaces, meeting & event spaces, innovation labs with equipment and other resources. These IICs will aid budding innovators and entrepreneurs in Industry 4.0 technologies to translate their ideas and innovations from the lab into commercially successful products for adoption within the industrial sectors. To complement these efforts, in partnership with Infosys, IIT Madras and University of Nottingham, an Industry 4.0. Maturity Index survey has been launched by which companies will be able to evaluate, identify and develop suitable measures to achieve their targets. Tamil Nadu: An Emerging Advanced Manufacturing and R&D Hub With well-established legacy industrial sectors, fast-growing new-age industries, and investments pouring into sunrise sectors,Tamil Nadu is now making inroads into Advanced Manufacturing with Industry 4.0 technologies and is fast emerging as a global manufacturing hub. | 37 | Tamil Nadu AMHUB: Tamil Nadu’s strategic partnership with the World Economic Forum is to nurture and accelerate advanced manufacturing capabilities in the State and help MSMEs and the workforce to prepare for the future. As a co-chair of the advanced manufacturing platform, Tamil Nadu is not only steering the global Industry 4.0. strategy for the world also but bringing unprecedented visibility to success stories from the State. Recently, theWorld Economic Forum led the publication of the Global Network of AMHUB in collaboration with Tamil Nadu. Research and Development Ecosystem in Tamil Nadu: To augment Government efforts, private sector is setting up R&D and Global Capability Centers in Tamil Nadu. The State has 750+ Public & Private Centers, 60+ Centers of Excellence and ranks amongst the highest in R&D expenditure in India. The State hosts 150+ Global Capability Centers and some of the prominent R&D centers and GCCs are the following: • In Electronics - Qualcomm, Applied Materials, Ericsson, Microchip, Maxlinear, and Sanmina. • In Automobile - Renault, Daimler, Nissan, Caterpillar, and Mahindra. • In Engineering - Honeywell, Saint Gobain, Bosch, Tata ELXSI, L&T, ZF, Boeing, Verizon, ABB, and AT&T to new few. Tamil Nadu R&D Policy To drive progress R&D investments, the State Government has recently released a new ‘Tamil Nadu Research and Development Policy 2022’. The new policy sets an ambitious target to double R&D expenditure in the State by 2030. The policy offers various incentives to investors ranging from Capital Subsidy, Incentives for R&D Training, Land Cost Subsidy to incentives for Quality Certification, Intellectual Property, Innovation Labs, Product Testing &Prototyping and License Costs. Further, to offset private investment burden in critical areas of R&D, the Government will invest heavily in developing common R&D infrastructure that may not be practical for individual projects. The Government hopes this will benefit many industries, the industrial ecosystem at large, and society in the long term. Backed by a robust Intellectual Property (IP) and Patenting framework, collaborative industry-academia linkages and outcome-based increases in R&D funding, the State of Tamil Nadu is poised to take the lead in the next era of R&D and innovation.
